Fence on the other side should be open
maybe. the side they were on was open when I went, and I wasn't there too long ago. they could've just sealed off both sides, and it's only a matter of waiting

There was a hole in the fence, right next to the bushes, when I went. Barring that, it should be trivial to climb around it.
