Ok so I did further digging and this organization hills of headwaters is a tourism and health association. But why waste this beautiful space. They own a bunch of different locations including some in Alton.

I believe it's also part of a hospice organization. If you google the name you know what i mean.

I have been here several times. Odd thing is one of the buildings in the back had the light on top floor.
