Nothing to worry with that open door. The board installed across the opening on the outside of the frame will definitely keep people out! LOL... this isn't the first time that I've seen this. The first time I saw it, I just thought the property owner was moronic. But now I'm starting to think otherwise. There has to be a different reason. Maybe it has to do with technical municipal rules regarding abandoned properties.
